Subject to legislative appropriation, the department of education COORDINATE develop and support a statewide integrated instructional data system to act as a RESOURCE for e-learning INFORMATION and to act as a data Driven Portal to enhance INFORMATION about and communication between all public schools in this state. " The system shall make efforts to integrate all existing data applications and, as provided by law, allow for coordinated sharing of information to and from the department and to and from the local educational agencies and shall include the following elements and characteristics: 1. A unique statewide student identifier. 2. Student-level enrollment, demographic and program participation information. 3. The ability to match individual students' state assessment records from year to year to measure academic growth. 4. Student-level graduation and dropout data. 5. An element that allows public viewing of information at the aggregate level. "
