This quantitative report compares two initiatives to significantly increase K-12 academic performancei [0] and graduation rate in Arizona. One is a reform process by Arizona Business and Education Coalition that applies incremental innovations to the current legacy process using the Lead with Five Study by the Rodel foundation. The other uses eLearningi [0] adoption to transform K-12 education in both classroom and onlne learning. Effect factors are developed to determine the cost savings effected by early graduation and construction avoidance caused by significant increases in average learning rate over current practices. The marginal costs, cost-savings and net costs over a ten year implementation are calculated. The accumulated ten year cost for the legacy reform is $8 billion. The accumulated cost for eLearning is $2 billion. The total cost for ten years of Arizona K-12 education is $115 billion.
